ASTANA. KAZINFORM – 17 March, 2016 the JSC «NC «Kazakhstan Gharysh Sapary» (KGS) celebrates 11 years since its establishment. And we asked Acting President of the JSC «NC «Kazakhstan Gharysh Sapary» Marat Nurguzhin to tell about what kind of successes and problems have staff members of National Company to meet this date.
Nurguzhin Marat, you work for a Company 8 years of 11 years. You were a head of the team last three years, previously held the post of the first Vice-President. How is the development of Company and what way did the Company chose to carry out its mission?
М.N.: The mission of Company is an implementation of space technologies for economic purposes of our country. And this task is gradually, consequently and logically executed. For example, we receive just today the first results of six year activities with the strategic partner - the huge European Сoncern Airbus Defense &Space (ADS). During these years the Earth remote sensing space system (ERS SS) was created, a construction of unique high technological facility has been started – assembly, integration and testing complex of spacecrafts (AITC SC), the high accuracy satellite navigation system has been put into operation (HSNS). Moreover, one of the main conditions for creation of ERS SS RK and AITC SC was transfer of space technologies. It means that our Kazakhstan specialists have learned to not only control satellites, but also create the spacecrafts.
How is the operation of the ERS SS, what progress it has, is there any problem with Kazakhstan Earth remote sensing space system?
M.N. In 2015 we have entirely received the ERS system in normal operation, which includes two satellites KazEOSat-1 with high resolution capabilities 1 meter and KazEOSat-2 with medium spatial resolution 6,5 meter. Satellites control and space images processing Ground Complex started its activities before, in 2014.
Both ERS spacecrafts are in normal operations providing the 24 hours Earth monitoring. For instance during 24 hours KazEOSat-1 is available to image up to 220 thousand sq.km., and KazEOsat-2 up to 1 million sq.km. Total captured and space images processed more than 150 million sq.km., most of which are stored in our unique archive.
Part was transferred to customers – Ministry of Agriculture, Ministry of Defense, Emergency Committee of MIA RK and others.
Please, could you explain as for layman how is image done and image processing from space, who and how use the ERS production?
M.N.: The image process depends on content set by customer applications. First of all received applications are analyzed by engineer for the presence of parameters required for image – geographical coordinates, mode, type, period of image and etc. As a result of analyses the application is transferred to the mission planning unit, where the working plan is formed for satellite, images sequence is provided and priority is determined.
Formed working plan is transferred to the Ground control complex to transmit for satellite of high and medium resolutions. The spacecraft issues the image and transfer the materials to the Ground processing complex where our engineers work with material. The image is receipt and primary processed and further is transferred by FTP channel to customer in the Ground Complex.
For example, our images from space helped to control emergency flood situation in Karaganda region, mudflow in Almaty region, monitor Aral seabed to take a look at quality of seeding areas and reaping a harvest in the north breadbaskets of country. Real services were rendered, budget program on the ERS SS operation was supported to state and local bodies of country, 22 Distribution agreements were concluded as in domestic market so in worldwide. The JSC «NC «Kazakhstan Gharysh Sapary» changes over manufacturing mold functioning from project management this year, and we start the manufacture of own production. Generally speaking, we plan to gain income from ERS SS services in amount of 2 billion tenge including the HSNS services and occupy a niche in the foreign market of ERS data in 2016. We plan to get the breakeven of Company by 2019.
One more major project of Company which is implemented with ADS, it is a
construction of AITC. How is it getting on?
М.N. Assembly, integration and testing complex of spacecrafts is a very complicated object which will be equipped by ultramodern technological equipment. The most advanced technologies are used in construction of object which are still scarcity in the building industry of Kazakhstan. For example, during the raising of Reverberating acoustic chamber, the construction of self-compacting concrete has to withstand the acoustic load in 156 dBi. The project is developed by leading in this sphere French Company SEREME. But, despite all technical difficulties raised, the construction and assembly works are continued by common efforts of customer, General Contractor and Project authors. Besides, the Kazakhstan AITC project description has been increased in the meantime from 10 up to 55 percents. In the result the design and estimate documentation has been changed and the financial feasibility study of Project is corrected now. The works on clean rooms for manufacturing of cable production, SVSTI coating and solar sensors are finalized, 3D-printer has been entered into operation. A big group of specialists was trained and certificated for enterprises of our Airbus Defence &Space strategic partner, it concerns the design profile and assembly of spacecrafts. On the basis of Rider with ADS, technological equipment for AITC SC will be completely transported to Kazakhstan in 2016, which will lead to cost optimization for further activities within the project.
We are doing everything necessary to build ATC SC, so it is to be completed by the end of 2017, and the "heart" of the National Space Centre (NSC) will start its work. And the created joint Kazakh-French enterprise "Ghalam" will proceed to the design, assembly and testing of spacecrafts for various purposes with a range of masses from 100 kg to 6 tons.
Are there any developments in designing of own satellites already?
M.N.: One of the achievements of our company is the creation of Space system of scientific and technological purposes. The technological satellite weighing about 120 kg is developed with participation of our Kazakhstan specialists; its designing takes place in halls of our partner SSTL, British company in Guilford. Acceptance of the STSat spacecraft is scheduled by the end of 2016, and the launch is planned for 2017. This spacecraft will be the first “swallow” of new generation of satellites created in NSC, Kazakhstan. We also have achievements on radar satellite.
We know that in 2015 KGS established the Ground based Infrastructure of high-accuracy satellite navigation system (HSNS RK). What is the main result of the project completion and how do you plan the further development of the project?
M.N.: With a network of 60 differential stations, created by Kazakh specialists and located on the territory of Kazakhstan, we provide high-accurate coordinate and time information for the solution of problems of geodesy, topography, land management, cadastre, cartography, engineering researches, railway transport, construction, agriculture, geodynamic studies, etc. For further development of HSNS RK we launched the pilot production of navigation equipment for consumers. In addition, the HSNS conformity assessment laboratory is accredited, the monitoring system of spatially extended objects is commissioned by our specialists. Also, the experts of HSNS RK completed researches on justification of geodetic satellite network in Kazakhstan. In general, there are many possibilities for development of the project and I would like to acknowledge the professionalism of HSNS RK center employees.
Many visitors and guests of KGS have seen large and beautiful layout of the NSC consisting of several blocks. Given the fact that there is a financial crisis, whether the idea of the creation of space town for specialists will be realized?
M.N.: I want to believe in it. We have started to implement the second phase of NSC construction within the framework of extra budgetary funds. It includes a residential complex with built-in facilities and parking, kindergarten, shopping mall, hotel, fitness center, space museum with planetarium. So we have great plans. I am glad that the establishment of the NSC in Astana, which will become the center of modern space technologies, was originally initiated and supported at the highest state level. We are working on investments attraction.
We have seen the JSC “NC “Kazakhstan Gharysh Sapary” in the list of companies which are subject for privatization. Is it really possible to put in private hands strategically important subject with modern space technologies for the Government safety?
M.N.: On behalf of the Office of the Prime Minister of the Republic of Kazakhstan, Kazkosmos together with JSC “NC “Kazakhstan Gharysh Sapary” conducts negotiations with our strategic partner ADS and the Ministry of Defense of the Republic of France. The final decision regarding the NSC privatization would be taken after the results of negotiations with French party.
