SMCS is created for monitoring and control over business activities in regions, cities scales and domain-specific of separate types of cadastres of republican scale (land, water, forest and etc.).
SMCS is created for the purpose of automatic acceptance of ERS data and extraction of necessary information from it to make a management decisions by creation of Customers’ attachments, geoportals and specialized situation rooms or control centers.

As a result of project implementation, the following is achieved:
The goal of achieving a comprehensive and effective monitoring of the Earth to respond to emergencies and disasters and their prevention is possible only by means of the ERS.
It uses data received from the spacecrafts of natural resources assignments that allow observe at national, regional and local levels with a periodicity of monitoring at least one day. In order to meet the requirements for the solution of these problems it is necessary to be provided with information abilities of rapid collection of data on the scale required.
JSC «NC «Kazakhstan Gharysh Sapary» (hereinafter - KGS) in cooperation with the JSC «КАZGEOCOSMOS» (hereinafter - КГК) have necessary technical, information and human resources for the development, implementation and maintenance of the space monitoring system of area in order to identify the illicit cultivation of narcotic plants and collection.
1Selection of remote sensing data of different resolution, ensuring their timely receipt, processing and archiving.
Within the space monitoring system the tasks will be settled on the following milestones:
1) detection of suspicious vegetation fields using the images of low and medium resolutions;
2) detailing the suspicious areas using the images of high-resolution;
3) identification of vegetation with pattern recognition methods.
The company of the JSC «KAZGEOCOSMOS» (hereinafter - KGC) activates the UniSCAN station from the 2003 year and accepts, processes, archives and thematically processes of the remote sensing space data in optical and radar ranges of low, medium and high resolution from the Terra, Aqua (USA), RADARSAT-1 (Canada), IRS (India) satellites. Thus, there is a real technical feasibility of the above mentioned stages to solve the problems of space monitoring of narcotic plants.
2Development of a GIS framework, taking into account the necessity in the rapidly acceptance of information.
The KGC Company has extensive experience in the development and maintenance of GIS projects for such Customers as JSC NC «KazMunaiGas», JSC «EP KazMunaiGas», JSC «Intergas Central Asia» and others. We note in particularly the development and implementation of operation of GIS – space environment monitoring systems, in the architecture of which the geo database integrated, tools solutions of thematic tasks and friendly interface with the users. The databases are annually replenished in these systems, and the tasks and monitoring objects are expanded as well.
3Creation of electronic versions of topographic maps of the project areas on GIS technologies in the scale of 1:100000 and their correction for aerospace images of high resolution to reflect the current state of natural systems and infrastructure objects (population places, wintering, transport communications and etc.).
Mapping of the project area, including the development of topographical base is one of the GIS project elements. The KGC Company uses different ways to construct the local maps: (1) update the existing maps using the new space data and ground GPS imageries, (2) construction of new topographic and thematic maps according to a stereo pairs of aerospace imageries in the scales of 1: 2000 and smaller. Aerial survey system including the airplane King Air C90A, camera Vexcel UltraCamX, scanner CASI-1500, GPS equipment is the property of KGC Company.
4Field and laboratory seasonal spectrometric studies in order to replenish the library of spectral signatures of c cannabis and other objects (soil, vegetation, infrastructure, etc.) and verification (calibration), validation of remote sensing data for further monitoring.
The spectral signatures of objects of underlying surface are used to verify the hyper spectral imagery data. KGC Company has the digital hyper spectral aerial imagery scanner CASI-1500 (Canada), which makes the aero image in 288 channels in the visible and near infrared bands. In order to verify the hyper spectral imagery the synchronous field mapping of surface reflection spectrum (spectral signatures) is used by correspondence handheld radiometer and/or spectral signatures databases composed on the basis of laboratory researches. Such databases are built into the ERDAS and ENVI software systems. If necessary, more complete data will be used, for example, the spectral library of the John Hopkins University (Baltimore city, USA). KGC Company has a data processing experience of the hyper spectral imagery, however the development of special technology will be required to identify the cannabis and other drug-containing crops.
5The field of ecological and biological studies of cannabis brush (distribution, structure, productivity, chemical composition of row materials, seasonal dynamics and etc.).
The specialists of Botany will be involved on a contract basis and an appropriate equipment for the expedition observation will be leased to perform such studies.
6Formation of attribute databases of key ecological and biological parameters (vegetation, soil and etc.).
Attribute database is an integral elements of GIS project. When you create such project the corresponding attribute information, including the ecological and biological parameters will be linked to the major map objects.
7Creation of archive catalog of satellite images.
Such archive catalog implemented in KGC and regularly is replenished by new aerospace images. In solving problems of monitoring the drug containing crops growing on the project areas the special archive catalog will be created and delivered to the Customer.
8Creation of seasonal mask-cards series of cannabis areas.
Recognition procedure of crops and natural areas of cannabis developed as a result of researches the tasks 2, 4, 5 and 6, will be focused on the issue of the final product in the form of vector maps and raster masks of the cannabis distribution areas.
The seasonal maps will be prepared by processing the operational maps and presented to the user in due time specified in the Project. The KGC Company has an experience of creating the seasonal maps. For example, when satellite monitoring of the phytoplankton in the North Caspian Sea except for the dynamic characteristics (growth rates, distribution and etc.) the seasonal phytoplankton distribution maps for the Northern Caspian have been developed and made available for the Customer.
99. Creation the series of evaluation maps (areal and distribution areas, productivity, terms of phonological development, resources potential and etc.).
When designing a monitoring system the main document is a Technical Specification (TS), where all technical requirements of Customer are taken into account, including the series production of operational evaluation maps. KGC has an experience in operation and regular monitoring modes.
The images and built on them thematic maps are provided with the Customer operationally in on-line mode. The summary report for the last two months is produced and is also loaded in the system in regular mode once every two months. In the case of execution of the project under discussion here the Customer and the Contractor jointly develop the TS on the first stage, providing the content, form and time limit on issuing the operation evaluation maps in it.
The ERS data are widely used in the exploration stage to assess the deposits of natural resources and the mined seam, in solving various problems of territorial management in oil and gas, mining complexes in the following directions:
